The Book of Revelation are written in the past tense because John saw this in a vision, but it is a prophecy of what is to happen in future.

Who wrote the Book of Revelation?

Revelation 1:9 "I John, who also am your brother." 

John was a disciple of Jesus. He also wrote the gospel of John. He was the last of the twelve disciples alive and banned to Patmos, where he received the vision and wrote it down for us as brothers in Christ

Which English translation of the Bible is best for studying the Book of Revelation?

Most scholars agree that the King James Version is the best English translation to use for any in depth study.
